Matthew Comb, a doctoral researcher in digital identity at University of Oxford has a piece in The Conversation looking at the ways governments around the world should be implementing secure COVID vaccination passports.

This is important to all of us who will be relying on these documents for travel (again love them or hate them they are a thing). The QR or barcodes used on the passports will hold – in plain text unless encryption is adopted – such information as name, date of birth, medical data etc. Unless security is adopted this information will be available to anyone with a little knowledge and possibly an app on their phone.
