It was issued by the following US government agencies; the Cybersecurity and Infrastructure Security Agency (CISA), the Federal Bureau of Investigation (FBI), and the Multi-State Information Sharing and Analysis Center (MS-ISAC).

The idea of the advisory is to make those people, who need to defend against these types of actions, aware of how the hacking gangs operate and their attack methodologies.
